Not to be pedantic, but I would be remiss not to point out that, in fact, no BoD meeting could have taken place in Atlanta. The only two Board members present were Ueli and Riccardo. As they do not constitute "No less than one-half (1/2) of the Board of Directors", no quorum was available. Article VIII-Section 3.
You are completely correct in stating that, as Acting President, you are responsible for naming the Convention Chairman. I see no reason why you couldn't have named yourself for Convention 2002 as you did. As CC, you then have every right (and actually responsibility) to select the date and location for Convention 2002.
Still, the bylaws state that the BoD has to approve both the date and location of the Convention, which as explained above clearly could not have occurred in Atlanta.
Since no true BoD approval yet exists, I see no reason why members should not engage in a calm, reasoned discussion as to the pros and cons of various locations.
I also mostly agree with your assessment of Conventions 2000 and 2001. The single most important factor in a successful Convention is having a driving force (such as E) with ample time (which BobP didn't have in 2000). Having that person/persons living in the city where the Convention is to be held is clearly a distinct advantage, although I'm not sure it's absolutely critical. I believe I heard Bonnie and Warren live several hours from Vancouver. No problem there, provided she/they are willing to make one or two trips to "lay eyeballs" on the accomodations, etc. before signing any contracts.
