With regard to your theory of could the dialation take place due to lack of O2. I dont know. The initial signal sent to start dilation is a "fault" or is it? If it is a fault then it needs to be switched off, if it's down to lack of O2 that the signal is sent then further research into O2 levels in the brain need to be conducted. As for the return signal being routed to the dormant side, it's a little more complicated than that and the faulty wiring plays a big role.
I am currently still learning about brain function I find it fascinating, who knows may get a degree in neurology one day?
I'm open to any ideas so long as they can have a scientific reason.
