"bugger" is a word from the Queen's English that has multiple meanings. We use it that way here in Canada too. For example: "Hub can be a bugger" means, "Hub can be a goof" or "give that little bugger to Hub", can mean "give that scoop of dpg doo to Hub". It doesn't necessarily always mean the act that you're referring to.
