The crucial difference between US law and Canadian law is that the legislation as it is written in Canada leaves the decision in the hands of the practitioner, not in the hands of government.
If my doc is convinced that a restricted substance has a legitimate medical benefit for my particular condition, then he will write me a prescription for it. Armed with that prescription, I cannot be convicted if found to be in possession of that substance, providing the amount I possess does not exceed the amount prescribed.
Getting the prescription filled at my neighborhood pharmacy might be a tad difficult, but that is irrelevant to the principle addressed by the legislation.
