Call, write or go see your Congressman. Get on good terms with his "assistant" - that's who does the work.
Put in writing just what happened and why they turned you down. Let the Congressman know what you have and how bad it is.
Got my husband's (from a stroke) through in 6 months on the first try (without a lawyer).It's amazing how nice they get when a Congressman's office is calling weekly to check on it.
It's a thought.
