I believe one reason why there were no tests done on clusterheads qua clusterheads is that at that time, there were few physicians making the distinction between cluster headaches and migraines. Heck, even today, how many of us are told we have migraines, or "cluster-migraines?" (Answer: too damn many!)
It may also have been that there was a much larger, readily available group of migraineurs. The few (if any) clusterheads in the studies would not have been of any statistical significance and may have been lumped in with the larger group.
Pure speculation on my part, of course, but not unreasonable, don't you think?
