In answer to your questions you will not need a license if:
1. You are not storing Oxygen.
2. If you make no medical claims as to its health related advantages.
3. You are not serving Oxygen...you are giving aroma through purified air. Oxygen Generation units without aroma is not permitted. It is for medical use in patients who need it. Alot of these units are used in medical areas and are built better then those generation units that are used in O2 bars around the country.
Aroma products are used everywhere....and nothing is wrong with cleaning up the air before breathing it.
