Was that a deliberate slip...."in the western 'party' of the US"? (good one!) There are too many restrictions to pain relief, be it "illegal", prescriptions or hmo related. Just like living in Jamaica is too expensive for most, so would living in those western states. The other option weighs heavily on peoples' minds that if they get caught breaking the law, it would ruin their lives worse than what these clusters do.
