Opinion A
Referring to the cluster as a headache is probably a misnomer. It is only a headache in the sense that the pain (usually located in the eye) is also part of the head. If we keep using the term "headache" it may cause us to look down the path of typical headache causes such as the vascular or muscular system. A better name for this problem might be Cluster Pain.
Opinion B
The cluster is probably a form of seizure not unlike epilepsy, and therefore is more of a direct electrical problem than chemical (chemical is involved in neurotransmitters but I think you get the idea.)
Opinion C
My best guess is that it should be monitored via brain wave activity. For home use this could be very expensive (EKG etc.). Maybe a smart engineer out there can come up with a cheap device for monitoring brain wave activity at home.
