Migrains, morephine and addiction

My sisters doctor has been treating her migrains with daily shots of moriphine and moriphine pills. This has been going on for years. I am conserned about my sister and the fact that she isn't getting better and her behavior is increasingly becoming like an everyday street junkie. She is not herself and her doctor doesn't seem to want to try any other treatment for her migrains. Is this a common treatment or is something wronge with this? My gut says something is not right. Does anyone have any information?
