i'm afraid that even with all the responses you posted you may not get an answer. you should really post your own root thread for your brother. but enough with logistics ...
don't be too hard on the french doctors. they're no worse than the rest. it's just that there aren't many of us (CH sufferers) and it's not economical to spend resources on small returns. (that's sarcastic humor if it doesn't translate well ...)
so - i'm sad to tell you - there is no cure. but there is hope.
this board is the most valuable you or your brother could have found for his horrendous headaches.
on it, you can learn about drugs that you might request from your doctor (he may appreciate or resent the advice - you must be the judge), and some non-medicinal solutions. the key is: no procedure is universally effective - e.g. what works for some does not work for others. you and your brother must study this site and decide for yourselves (unfortunately thru trial and error) what works for you.
for me, the water treatment (search here for "Dr. Jerry" and/or "water") has been a godsend. Imitrex, verapamil and prednisone are the drugs that seem to help most folks. Oxygen is the non-medicinal treatment of choice - effective in over 80% of cases.
