Ask your doctor about if he might have atypical trigeminal neuralgia. It sounds like his pain is in the upper branch of the trigeminal nerve.
With atypical trigeminal neuralgia the pain is constant, where as trigeminal neuralgia it's stabbing or jabs now and then. You said it's worst in winter and Winter is the worst time for neuralgias.
