As you can see, before he was holding guns on Elian Gonzales, there were other atrocities that Bert was responsible for. When they were about to issue the tickle me Elmo doll, they were horrified to find that Bert had single handedly sabotaged the packaging. It is possible that a shipment of these might have actually seen it's way to Wal-Mart....
