I think "shadow" is primarily used by posters to describe the partial headache that follows a really bad cluster attack and won't leave until the next day. However, I have seen many (including me) who use it to describe that slightly painful pre-attack condition that you alluded to. That's the definition on the official newcomers page (top of main menu to the left). I feel it's any cluster-related head pain that isn't an actual attack.
For example, sometimes when I have been on an effective preventive med (Verapamil, say), I'll still get the ringing in my right ear, tense neck, and slightly throbbing temple that are the normal precursors to a good old cluster attack. However, the attack never comes, I just have the "shadow" for an hour or two.
