Non rebreather O2 mask question

I finally replaced my homemade mask with an official non rebreather mask as many of you suggested.
Butt.. I expected the bag to inflate when I turn the flow on...it doesn't.
I gotta full tank...I got the gauge maxed at 8 liters. It has an 80 drilled orifice attached (whatever that means)...but baggy doesn't fill up.
What's up here? Any guesses?
