Blame it on the provider

I'm using Netscape 4.7, but I have still sometime difficulties in loading long HTML files, like the index page or the 'where we live' or the guest book.
However, I blame that on the ISP's that give the money they take from me to the shareholders instead of investing it in decent hardware.
In good times, when the transfer rate is 6-8 kbytes/sec (including compression) on my 33600 kb modem, there is no problem in building up a page. At times of heavy traffic, when everybody is loading down the latest stock exchange data, the transfer rate drops by a factor of as much as 10. It's then when the browser says 'Document Done' and nothing appears on the screen. I have checked such non-loading files, and usually the last package is missing, presumably when the ISP machine decides: we've done enough for you and there are other people waiting.
:-(
