The symptoms you describe sound more like true migraine than clusters, and this may be why your nuero veto-ed the idea of oxygen. While it is true that oxygen will do no harm, oxygen is not an effective treatment for 90% of migraine sufferers. Unlike cluster sufferers, for whom oxygen is highly effective. Good luck, though, it could be worth a try to see if you are one of the lucky 10%.
