OK, to address the CH R&D funding issue, we inform the major government agencies and start a weapon development project. Defense budgets can be of a reasonable size to accomodate the CH R&D project. We promote CH as a better alternative to the neutron bomb. Remember the neutron bomb? It was the one used to kill life but leave the infrastructure in tact. CH goes this one better. It immobolizes the enemy, completely, for a brief period, allows them to be captured, erases their memory, leaves no marks for the Amnesty International folks to complain about, and apparently is low cost to produce. Sort of like rubber bullets without the litter or sound effects. Of course, in the race to create the CH weapon we will find the way to keep OUR troops from being affected.
