Bob G is right, the minerals in tap water certainly do help with the water treatment. I re-posted the original water treatment from Dr. Jerry yesterday, under the heading Alternative Therapies and it explains the precautions.
The water treatment doesn't work for everyone and for some it can be dangerous so I urge everyone to look at Dr. Jerry's words.
It has produced amazing results for some though and as far as I know, most people used tap water. Mike did and we have chlorine in our water here in Calgary. He doesn't glow in the dark because of it.
