Charlie,
It seems you're sitting behind a proxy server, that sends the same old stuff on every request. (That is actually the purpose of a proxy, helps to speed things up).

The F. manual tells you to hold down the shift key while clicking refresh, to tell the proxy to get the newest data (which he then sometimes does).

Alternatively, it may be possible (depends on your internet service provider) to get rid of the proxy.
For IE, go to the menu 'tools' and hence to Internet Options / Connections / LAN settings.
There uncheck 'use a proxy server'
or
click on 'Advanced...' and list the sites you want a direct connection to under 'exceptions'.
