Well its an Oxygen Concentrator. Its highest flow rate 10. Is this going to be effective during a CH?

Concentrators:

Once they crank up to maximum efficiency, they still only produce about 90% pure O2. And, depending on the model, it can take up to 10 minutes to reach maximum efficiency.

Even if you had two of them (putting out 20 liters per minute) and connected the outputs with a "T" or "Y" connector, you'd still be getting 20 liters per minute of 90% pure O2 after 10 minutes.

Those of us who use tanks of compressed O2 with a regulator that goes to 25 liters per minute get 100% O2 with the first breath.

Send that thing back and tell them what you need. Be the one in control.

Do i contact the doctor or the Oxygen Company? from what ive read is the concentrator is more expensive but my insurance is covering it 100% so i don't think it should be a big deal right?

Start with your doctor.  I had an issue where the medical supply company flat out didn't believe the doctor's orders and so they didn't follow them.  The doctor had to intervene and threaten to file a complaint about them before they would give me what was ordered.
