A Hungarian guy posted up an "oxygen tank with regulator (medical)" on my website. I've never seen such a thing. Please help me WTF is this?!

Looks like a home made bubbler atached to a regulator on top. The regulator appears to have a Demand Valve fitting on it.

I would like to see it on a tank. I can't figure out how it would hook up?
