A driver is stuck in a traffic jam on US 95 south just outside of Washington D.C. Nothing is moving in any direction.

An officer knocks on his window and flashes a badge. The driver rolls down his window and asks what happened.

"Terrorists have taken over Capital Hill. They’ve got every member of the House and Senate!” the officer replies. "They are asking for a $100 billion in ransom”, otherwise, they are going to douse them with gasoline and set them on fire. We're going car to car, taking up a collection."

"How much is everyone giving?" the driver asks. “On average about a gallon each”, replied the officer.
