Is there a way to "unpixilate" or sharpen a photo once its been cropped?

Once information is gone it's gone.

Somethings you can do
1. make the size smaller with out changing the pixel amount.
2. you could run different filters to make it look artistic.

What is the photo of?

If some of the photo is alright and others parts are not you can use the band aid tool or stamp tool to clean some of it up.

I did save the original, and I don't have those tools (no photoshop thingy)

PaintShop Pro has an option "edge preserving smooth". Mayhaps your program has something similar.

All you need is the original. It can be cropped and resized and more easily enough. I do it for ebay stuff.

You can crop it without changing the size, Pictures pixel if they get bigger.  It all depends on the scan you did, how detailed the scan was.
