That will not, however keep people from just clicking that they read it and proceed on with the registration. You could also set a cookie on the info page and without that cookie being present, a person could not register. There again, that would not keep a person from scrolling down through the info without reading it and clicking that s/he has read it. It all boils down to the old "You can lead a horse to water" bit.
