Can a doctor you have been seeing for 7 years refuse
treatment because lose of insurance?
He has changed his office and now they refuse to see me.

Oh yes. no insurance, no treatment ... unless they'll work out a deal with you where you pay ca$h each visit. The only doctor(s) that can't refuse you treatment are at the Emergency Rooms .

Michael is right.  They don't have to see you if you don't have insurance, unless you're willing to pay cash.  
 
It seems to me that if you have a good relationship with this doc, they'd be willing to set up a payment plan with you, but you'll have to make the first step.  You might need to talk to the doc himself/herself to get that done.  
 
Tell them you're willing to pay and do so.  Maybe not the whole amount each time, but show you're willing to make the bill eventually.
 
On the other hand, if your relationship with this doc was adversarial rather than good, they might use your loss of insurance as a reason to get rid of you.
 
Only you know the answer to this one.  I only know my doc's office would never totally "set me loose" on my own.  They'd work with me if the same thing happened.
