George, I beg of you, do not rush to invoke the Weeping Eye. Yes, that guy was uncouth and spammy, but he didn't realize what he was doing by posting here.
If someone does invoke, the explosion of the server that hosts his website might also take down innocent websites, and maybe a nearby techie or two. It could unlease a plague of Russian hackers. Worst case scenario, a major portion of the internet could collapse for days or weeks!
