Not surprising at all. When I lived in Ingolstadt, I used to spend time walking around in Munich. One of my favorite places was the Spaten Brewery. NO SECURITY. I used to just wander around the site, checking out everything I could see, walking in and out of every building with nobody blinking an eye. I swear, even with camera in plain view (like a tourist) they had no problems letting me go anywhere I wanted to go. I even took a sample of their hops home (still have 'em) and tried to get a yeast sample from an Oktoberfest batch (it didn't survive the trip home...) Even though I spoke very little German, they didn't seem concerned at all.
