Find a good sized carrot (one she can't bite through) and let her gnaw on that or take a clean wash rag, wet it and stick it in the freezer until it gets good and cold. Both are rough and will help abrade the gums and get the tooth through.

(I know you're getting lots of advice here, but I'm gonna add mine anyway. All I used for my kids was an old fashioned clothes pin (the kind without springs) to cut my kids teeth.)
