Great animated cartoon, but that question should be directed to the Laurel & Hardy Senators from Mass. a.k.a. the 3-month Swifty, Gen-Jus Kahn John, and that dare devil bridge jumper, Moby Ted who hijacked federal highway funds and other tax moneys to build it.
 
The way I see it, that works out to around $50 for every driver in the U.S. paid out in Federal gasoline tax for a defective highway tunnel that falls on unsuspecting drivers.
