Must be one of those pesky bustles in the hedgerow on the stairway to heaven, a modern variation of Michelangelo's statue David, a David looking for his contact lens. 
There was a neighborly spat here for a couple years. The guy across the street would always park his car in the street in front of an old man's house and the old guy didn't like it. So the old man buys a used car to put in front of his house. The guy across the street would call the ordinance officers every morning and report an abandoned car.
The old man would move it in front of my house for three hours, park his other car in the street in front and then move it back, documenting everything with a witness when he could. Everyday this was orchestrated but the old man would screw up and the guy across the street would grab the spot and leave his car there on purpose for a couple days, using his other car.
Tall fences were put up and bushes planted to block sightlines. Unbelievable crap.
