MEXICO CITY, Mexico (AP) -- Mexico's Congress on Friday approved a bill decriminalizing possession of small quantities of marijuana, ecstasy, cocaine and even heroin for personal use, prompting U.S. criticism that the measure could harm anti-drug efforts. Canada was working on a similar legislation for ganja. It could cause a real mess unless the U.S. rethinks its drugs strategy. But if they did it would probably cut the prisoner population in half and reduce crime significantly. ( just a guess, no facts) The down side is it would wipe out some major economies.
