It made me think of the great flood disasters Bangladesh has had over the years.  
The countries and international corporations that have the resources will not provide them because there is no way of making a profitable return on protecting poverty stricken workers and villagers in a country like Bangladesh.

It's not Karma, it's living below sea level on a flood plain the size of a country. It's living in Ethiopia, instead of moving to where the food is. It's living in West Virginia, instead of moving to a state where they have teeth.
