I need some help with Photomerge Please

I want to make a photo like the one Elaine did of the Christmas. I have Photoshop Elements 2.0 but I can't get it to work right for me or else I am just dumb.'
I called Adobe but they want 39.00$ to talk to a tech, which really is upsetting.
So if there is another program to use to make this kind of photo, could someone let me no, I want to do one for my Kids first year anniversary.

Ruth I used three different programs unleaded photo express and photo suite 4 and a on line card maker.. mycardmaker.com that is free. The other two came with my cams when I bought them. I had to use the three together. One would do one thing and the other another it was trickey, I had fun doing it. I am sure there is a program that does it all. I just do not know what it is. Hope this helps.
