yes, he is a goofy moron. Some of the best and longest laughs I have ever had have been with him. He gets me to do the most ridiculous things. All I have to say is...."wouldn't it be funny if I........." Then he will hound me until I do it. So I have to be very careful what I say to him or he will pester me until I give in.
So to answer your question,,,,yes he is a nutter.
